I can’t tell you a 100%, but something rings in my head that this is in fact the case.
What I remember is that I had to set a checkbox from a custom app to make the rules trigger when I wanted to check for a text field change. So I guess it is the same for updates via the UI.
If you go to the automation rule editor, you could choose the fields you want to listen to:
Text fields and multiline text fields are not there, so maybe another hint, that changes to these field-types are not covered.
So no official confirmation of your findings, but it seems to be the same for me.
