Connection timeout/ Connection refused error

Good Day.

Connection timeout/ Connection refused error - Request handshake failed at the TCP layer itself.

Can anyone please help me out with this error when it would happen in fresh ping?

As am facing this issue frequently and we are helpless without any solution.

Already I have posted in the fresh work community but had no response

Please share your thoughts regarding the same if it’s not the right place kindly guide me to the right channel or thread.
