I am starting out here trying to code my first freshdesk app. I can’t find anything about free access to sandbox for developers. Is there such a thing? Do developers need to pay for freshdesk while they are developing their app?

You could just sign up for a free trial for a Freshdesk account and get started with it. You don’t need to pay to develop any app in Freshworks it is free. You can make use of the official repo if you need any reference codes.
