Is "visible_in_portals" of Solution category is same as the Product ID?

I’m using REST API to List all Solution Categories as mentioned in the document here: Freshdesk

Returned categories has a “visible_in_portals” which does not belongs to any IDs we get in the list of “List all products” Freshdesk

Is “visible_in_portals” referring to the Product ID or something else? My understanding is that Product and Portal are same but the IDs we get seem to indicate otherwise.
