Restrict To field via custom app

We want to restrict the ‘To’ field in the ticket details page when replying to or forwarding tickets. Interface methods. However, we only see interface methods available for the ‘From’ field. Could you confirm we can’t achieve this via a custom app?

I don’t think we are able to disable the forward to field, currently, it is not supported in the platform
