Ticket Requester Notifications being sent when turned off


We are importing data from one Freshdesk account to the other. While doing this we have turned off all Requester Notifications. When we are creating tickets and/or adding replies the notifications are still being sent to the requester even though ALL Requester Notifications are turned off.

I can reproduce the issue without the API as well. In that case I manually add replies to a ticket. The behavior is the same.
I have refreshed the page multiple times but it does not change the behavior.
