Tickets API Endpoint - responder_id not populated whilst agent field is populated

When utilising the Tickets endpoint I am getting results with the responder_id being null whilst the ticket is populated with an agent.

I assume this is because the agent has not sent an email to the requestor and therefore isn’t essentially meeting the criteria to be a responder.

This is the result via the API showing no responder_id:

As you can see in the second image the agent field is populated:
