Unable to create a ticket

I am not able to create a ticket. When I am trying to create a ticket in dev mode, I am always getting unable to create a ticket.

Are you creating the Ticket via API? if so, is there any error which you are getting? if possible share us the screenshot/HRA logs for further investigation?
