The 'resolved_at' property in the onTicketUpdate product event payload changes after ticket reopen and resolve for a 2nd time

The documentation states that the value in the resolved_at property of the payload from onTicketUpdate is as following

Timestamp of when the ticket is resolved for the first time, specified in the UTC format. A ticket can be reopened multiple times before a final resolution.

However I am seeing it change if the ticket is reopened and resolved again at a later time. It changes to the later time the ticket is resolved for a second time. Is this expected?
